FIU-IND registered VDA service providers: the full list, dated

The FIU-IND registered crypto exchanges list has 54 names on it as on 9 March 2026: 47 entities shown with country India and 7 incorporated offshore, per the Minister of State for Finance’s answer to the Lok Sabha on 30 March 2026. Nine are flagged as not operational or wound up and three as conditionally on-boarded. There is no public FIU-IND register to check, so that parliamentary annexure is the only official entity-level list, and no later official count had been published when we checked on 19 September 2026.

Every row in Schedule A is transcribed from Annexure I to Lok Sabha Unstarred Question 5805, using the annexure’s own columns. It carries no activity or registration-date column, so neither appears here. What registration means and how the process runs are covered on FIU-IND registration for crypto businesses in India; this page owns only the list, its categories and its dates.

Grouping is Infinilex’s, built from the annexure’s country column and its two footnote flags; the annexure itself is one numbered table. Entity and trade names follow the annexure, with brand capitalisation normalised and Private Limited abbreviated to Pvt Ltd. Rows are alphabetical within each group. “Not operational or wound up” rests on the entity’s own submission, not on any FIU-IND finding.

How the official count has moved

The count is stated only when the Government chooses to state it. Four official figures are traceable to a document and a date; the table below is the official record we located as at 19 September 2026, and nothing later than the March 2026 figure had been published.

Two things follow. “54 as of mid-2026” is a March figure wearing a later date: nothing official has updated it. And the annexure is more granular than its headline. Read with the footnotes, 54 registered entities becomes 42 with no flag, 9 that told FIU-IND they are not operational or have wound up, and 3 conditionally on-boarded, so the number of active registered exchanges is lower than 54 and any precise figure for it is an inference the source does not support.

The most recent FIU-IND action as at 19 September 2026, Section 13 notices to 15 VDA service providers on 9 September 2026 (PIB Release ID 2308131) with matching Information Technology Act takedown notices, gives no registered count. The 15 named in that release are Weex, Blofin, Rezorex, Bitunix, DigiFinex, Toobit, XT.com, Latoken, WOO X, Pionex, ChangeNow, SimpleSwap, FixedFloat, WhiteBIT and Guardarian, none of which appears in Annexure I. Why there is no public FIU-IND register to check

Asked in the Lok Sabha whether a public portal or website exists for information on registered VDA exchanges, the Minister answered with one word: no. FIU-IND’s stated reasons are that its PMLA mandate is limited to AML and CFT compliance, that its registration database exists primarily for law enforcement and supervisory purposes, and that publishing a list could create the impression that registered entities are licensed, approved or endorsed by the government and mislead users into assuming regulatory protection or recourse.

We checked the live sites on 19 September 2026. Neither fiuindia.gov.in nor the FINGate portal offers a list, search or verification tool for reporting entities; the FIU-IND home page links the registration circular and nothing register-shaped. Claims that a list sits under a “Reporting Entities” section filtered by VDA SP do not match the site. That leaves three ways to establish that a platform is registered: this annexure, a fresh official statement, or the reporting-entity ID that FIU-IND assigns on approval. The reasoning also settles what the list is not: FIU-IND registration is not a licence, India has no crypto licensing regime, and the 9 September 2026 release repeats that crypto products and NFTs are unregulated, can be highly risky, and may carry no regulatory recourse for loss.

Reading the offshore rows

Seven registered entities are incorporated outside India. Three are Seychelles companies standing behind Binance, KuCoin and Bybit, the offshore exchanges that received FIU-IND compliance orders before their registered entities appeared on the list. Three are halves of paired structures: Digital Collectibles Pte. Ltd. in Singapore beside Rario Digital Pvt Ltd, Blockoville OU in Estonia beside Eclipton Technologies Pvt Ltd, and the Lithuanian UAB Web 3 Utility Platform (eXchange1) beside an Indian IT-services company. FanCraze Technologies Inc., a Delaware company, is the only US-incorporated registrant.

Coinbase India Private Limited is shown with country India, linked to global Coinbase, so it sits among the 47 rather than the seven. Four brands, Binance, KuCoin, Bybit and Coinbase, therefore appear in both annexures: in Annexure II as platforms whose apps and URLs were directed for takedown, and in Annexure I through the legal person that later registered. The two lists are snapshots of different moments, and the orders that connect them are on the registration insight.

The practical reading is that the obligation attaches to the activity, not to incorporation. The 9 September 2026 release restates that VDA service providers operating in India, offshore or onshore, that exchange VDAs and fiat, transfer VDAs or safekeep or administer them must register as reporting entities, and that these obligations are not contingent on physical presence in India. What the list does not tell you

Three gaps matter. The table does not say which notified VDA activity an entity registered for, because the annexure records none; a row labelled “exchange” or “custodian” on a vendor page is a guess from the trade name. It gives no registration dates, because FIU-IND publishes none; the most an official record supports is the count band in which an entity first appears (31 by December 2023, 49 by March 2025, 50 by October 2025, 54 by March 2026). And its operational flags are the entities’ own submissions, so a flagged entity may have resumed and an unflagged one gone quiet since 9 March 2026.

The list also says nothing about corporate registration. VDA exchanges are not registered as such under the Companies Act 2013; the only Companies Act touchpoint the Government cites is the Schedule III amendment notified on 24 March 2021, effective 1 April 2021, under which companies disclose crypto-asset holdings in their financial statements.

How many VASPs are registered with FIU-IND?

Fifty-four, as on 9 March 2026. That is the figure the Minister of State for Finance gave the Lok Sabha on 30 March 2026 in answer to Unstarred Question 5805, with the entity-level list at Annexure I. Of the 54, 47 are shown with country India and 7 are incorporated offshore. Nine entries carry the annexure's flag for not operational or wound up, on the entity's own submission, and three are marked conditionally on-boarded. No official figure later than 9 March 2026 had been published when we checked on 19 September 2026.

Which offshore exchanges are registered with FIU-IND?

Seven of the 54 registered entities are incorporated outside India: Nest Services Limited, earlier Binance International Limited (Binance, Seychelles); Peken Global Limited (KuCoin, Seychelles); Bybit Fintech Limited (Seychelles); Digital Collectibles Pte. Ltd. (Rario, Singapore); FanCraze Technologies Inc. (Delaware, USA); Blockoville OU (Estonia); and UAB Web 3 Utility Platform (eXchange1, Lithuania). Coinbase appears through Coinbase India Private Limited, shown as India and linked to global Coinbase, so it is not among the seven.

How do you check whether a crypto exchange is registered with FIU-IND?

You cannot check it online. The Government told the Lok Sabha on 30 March 2026 that no public portal or website lists registered VDA exchanges, and FIU-IND keeps the register for law enforcement and supervisory use. The only official evidence is the Annexure I list attached to that answer, a fresh parliamentary answer or FIU-IND publication, or the reporting-entity ID that a registered platform holds and can show you. Vendor pages claiming a searchable register on fiuindia.gov.in did not match the live site when we checked on 19 September 2026.

Does appearing on the FIU-IND registered list mean an exchange is approved or licensed in India?

No. Registration makes a platform a reporting entity under the Prevention of Money-laundering Act 2002 with AML duties owed to FIU-IND; it is not a licence, approval or endorsement, and India has no crypto licensing regime. FIU-IND gave exactly this as its reason for not publishing the list: a public register could create the impression that registered entities are licensed, approved or endorsed by the government and mislead users into assuming regulatory protection or recourse.

Why do Binance, KuCoin, Bybit and Coinbase appear on both the registered list and the takedown list?

Because the two annexures to the March 2026 answer record different moments. Annexure II lists 53 platforms whose apps and URLs FIU-IND had directed for takedown for operating without meeting the PMLA's requirements; those four brands are on it. Annexure I lists the 54 registered entities, and each brand appears there through a registered legal person: Nest Services Limited, Peken Global Limited, Bybit Fintech Limited and Coinbase India Private Limited.
